MEOW #107: Appropriately Appropriate
Hello Muggles and happy MEOW day. No matter what you think of this puzzle, I can assure you that you’ll like it better than my first attempts at executing it. The revision process demonstrates the old adage that just because you *can* do something, it doesn’t mean that you *should.*
Thanks to the kind guidance of @whimsy, @Cap'n Rick, @DrTom, and @Al Sisti in getting this puzzle in shape to share with you today. The puzzle is different than the one(s) they tested, and that's a good thing!

Okay, this week I am three for three and getting th metas on first guess but taking quite a bit longer to get the metanism. I'm off the couch and maybe by the time I go to bed I will know why..... Oh wait.... well that's half of it....
So I just plain couldn't get my meta based on "Up the Down Staircase" to work.
My challenge it to constructors is to make a meta where the meta, theme or metanism is "Up the Down Staircase".
