MEOW #175 Before & After

A weekly meta crossword on the forum started by member Josh (aka madhatter5). These puzzles are often very creative with solving mechanisms out of the norm and skewing towards the more challenging. Puzzles are posted every Wednesday, and the solution appears the following Tuesday.

Ahoy, Muggles!

It's great to be back on MEOW - the forum where nearly anything goes, and we all have @DrTom to thank for continuing the tradition. While he is taking a break this week, let me continue to push the MEOW envelope by bringing you "Before & After". As you will see, today's puzzle features a rather unusual 15x18 grid with a section at the bottom for the meta answer. I realize that this is rather unorthodox, but I promise it will all make sense in the end. So while you're solving, try to avoid revealing and/or checking squares in the answer section if you don't want to spoil the meta. Several kind folks tested many versions of this puzzle several months ago. To avoid omitting anyone, let me again thank you all here along with @Joe Ross for your help!

The meta answer is someone who's adept at turning a phrase.

I had the distinct pleasure of test driving this puzzle and it is all the Cap'n promises and more. I want to thank him and some of my other fellow constructors who are filling in while I am off galavanting. My only caution is that my replacements will be so good that you won't want me back! So thanks everyone for the assist and I'll be back posting puzzle in May.

It was a fun one. Cat is out of the bagpipes.
Funny story. I was all set to enter Par for the course for the CrossHare midi contest for April but I mistakenly thought midi meant 7x 7 and not 11 x 11. Oops. Well.... Here's a complex but **small** meta on the subject of golf.
