I have an answer that works. I missed something along the way but got a post-solve nudge that provided me with confirmation.

On the beach. Interesting locking mechanism.
I’ve had to limit the cabana boy's time spent on the hurricane center website. He gets a bit obsessed.

Made it ashore, found this one to be difficult.
