Thanks to @BrennerTJ for the graphic! (I would buy a book just of her graphics.)

Shortest explanation: Shortest explanation: The four theme entries are two-word phrases (technically TORCH-BEARER is hyphenated or one word) whose words begin TO* BE*. The middle row is a visual representation of the song "I Left My Heart in San Francisco" (a HEART in the city's nickname CITY BY THE BAY). This is the trademark song of arguably the most well-known TO* BE* not in the grid: the late, great TONY BENNETT, our meta answer.

Explored many, many rabbit holes, but finally saw what I was doing wrong. When I finally saw it, I could appreciate the sheer cleverness of this. Thanks for the puzzle!

I've been staring at this too long. I think I see what I'm supposed to see, but I don't know what I'm meant to do. Hopefully fresh eyes in the morning will show me the path!

Well, I think I have step 3/4.
Funny story. I was all set to enter Par for the course for the CrossHare midi contest for April but I mistakenly thought midi meant 7x 7 and not 11 x 11. Oops. Well.... Here's a complex but **small** meta on the subject of golf.

We're up to 26, but maybe I was a bit wrong on assuming this would lean 1.5, so let's say it could lean 2.5, haha. Keep on solving and, as always, if you need a break, put it aside, come back later, and you never know what might jump out at you!

1.5 for the first step.

But then knowing how big the first step is adds a bit. and finding out what the second step is... well, I have no idea how to rate the difficulty of the second step as I have no idea what it is.

Now it is morning and I'll look again.
