Need help with 25D. Is it a spoonerism? How?

I read it as (5) pig Latin - “Ole” is pig Latin for “low” as in “I was low on cash” :)

I took a long time with 25D too but finally deciphered it. @ Richard B. has only half the explanation. Here's the other half:
"Making university Republican, shout . . ." In SHOUT, make the U into an R to get SHORT, which is sort of a synonym for LOW.
