It took me awhile to solve the grid & longer create the spreadsheet, then I took a break. When I revisited (while watching PGA), I had the epiphany.
I don't enjoy 21x21 grids but see the need. This is yet another well-crafted meta!

Late start but beam has been requested! I really enjoyed this despite how much I relied on Google for the grid. I hope it's allowed to say here, too, that the answer happens to be one of my favorite things.

Filled out the grid, slowly on Puz, during back-to-back 8U baseball games. Had to grab a piece of paper to help figure out the answer, but thankfully came to me quicker than the grid solve!

Well I believe I have done the first step, and it looks pretty clear what I have to do to get the next one, I just cannot do it. Perhaps sleep will clear the cobwebs from going down way too many dead ends.

I stumbled across the final step while trying to force what I was sure needed to be done. This seems like a very difficult construction. And thank goodness for LASIK surgery so I could read the clues!
