There are two different elements or things alluded to in the title.
In an earlier version, this puzzle only referenced rocks. The title would have been "Between a Rock and a Hard Place."
The rocks and boats you're looking for appear in six symmetrically occurring rows.

Confirmation Have I ever mentioned I get seasick?! :D

I finally freed the cat. Needed the nudges and misunderstood one of them so I went down a rabbit hole, but eventually got there. Enjoyable!
