Even with the nudges I still can't see what to do! Any chance of another nudge?

and even with the extra nudge i somehow manage to remain at a loss.

(edit): i've got the cipher, but my brain is just not computing the application step (Spoiler #2). like, i'm just at a loss staring at this thing.

Solution:

The four corner entries were hinting at a reverse cipher, i.e.

Apply this cipher to the initial letters in the themers to get SELGGUM CIGAM
