A fun puzzle which was probably a little easier than advertised. A few of the clues seemed a little strange to me, but Steve has his own style and his puzzles are certainly worth the time it takes to solve them.

Enjoyed! A very nice challenge. Not quite sure of the parsing for 13a.

13A was high on my questionable wordplay list. If it was football the ref would have called an illegal shift.

I think 13A is:
"Snoop" = PRY
"shifting dynamic" = change P (piano) to F (forte), with "dynamic" being a musical term
