My mistake was that I saw PIP, which looked like a semaphore flag, a person, and another semaphore flag. Then I saw PIC, PIN, YIN and what I thought was a signal, III. Unfortunately, I was not able to figure out which flag positions to assign to P, C, N, and Y, so I wasn't able to convert these to the letters of the answer.
