Now that I've read the solution, I cry FOUL. I thought the title and general theme construction of a metacrossword were supposed to be HINTS to the solve, not lies/outright misdirection. There's nothing "triple decker" about this puzzle, if we're supposed to ignore the bottom layer of these "sandwiches" and just work with the top two.
