There is a very defensible alternative major city (google is your friend here). But sometimes you just have to go with the reasonable-solver constraint.

given the "Urban Design", no, there is no defensible alternate answer. Particularly with one other confirming grid entry.

Very nice reveal, @Bird Lives! I solved this one, but didn't notice until I saw Matt's reveal and now yours that the ARCHes symmetrically form an ARCH over the GATEWAY. A very nice touch.
