"Double Dealing" by Wendy Walker

Formerly known as the “Sunday Summer Substitute”, editor Cap'n Rick now takes the helm for 'Smooth Sailing Sundays'. As The Commodores sang about Sunday morning, the SSS will focus on easier metas. SSS will also support smaller grids and will mentor new constructors on request. Puzzles released each Sunday around 8am Eastern. Nudges released same day at Noon Eastern. New constructors are welcome.

So glad everybody is enjoying this one! Thanks for solving! I apologize for the lateness of these nudges but we just got home from the new "Mission: Impossible" movie, which, with trailers, clocks in at 3 hours.
There are two big hints in the clues: 2D and 16A.
What seems odd about the phrasing of a lot of the clues?

I downloaded your puzzle to do later in the day on a car trip, and completely forgot about your introduction words. While doing it, I thought “is it possible she’s actually USING that thing that people always notice in puzzles that is never actually part of the solution?” YEP!

Thanks to all for solving!
The almost-always-wrong strategy that this puzzle used was two-word clues that started with the same letter (my favorite being "Administer anesthesia" for the grid answer NUMB). The first letters of the "double-clued" answers spelled out NEVADA, the capital city of which is CARSON CITY.
