I came up with an answer pretty quickly but despite my best efforts I couldn’t find a clear path to get there. Happy to be on shore! I won't say "for the first time," because I think this happened once before, but in a very rare occurrence I figured out what the answer had to be before I found the justification. Nice construction, and some words that I don't remember seeing before in crossword puzzles!

As usual, I have an answer which I can partially defend. "This hasn't worked for me", he said, massaging his battered & bandaged forehead while hosing off too many brick walls.

After looking at the filled grid a second time, I managed to get the solution. I must say, the sheer variety of ways that Messrs. Shenk and Gaffney have found to create a metapuzzle in a basic crossword continues to amaze me!
